We are delighted to announce the release of Oxalis Advanced Estimation v1.9.0! A substantial update, we’ve implemented essential foundational infrastructure changes and included several valuable enhancements designed to improve the estimator experience.

New Features

Date Column Type

To increase the flexibility of the information captured during estimation, weโ€™ve added a new column type: Date

To start using date columns, just add a new column (and/or section) and set the column type to “Date”.

This enables you do useful things, such as adding start and end dates, which would be helpful if, for example, you’re building out project plans during estimation and want to add in expected schedules. This will continue to evolve, and will support more advanced scheduling scenarios.

Fully Selectable Columns

Are you only working on internal work required? Hide all subcontractor and materials columns. Just looking at start/end dates using the new date column type? Hide everything else.

With the Filter Columns option, you can now exercise precise control over displayed columns, so your screen isn’t cluttered with columns or data you don’t use. This addition also sets the stage for future display improvements.

Improved Authentication

The same admin system that has handled authentication and user federation now includes management of global user permissions and roles. If you’re an admin, you can now use the User Management option in your user menu.

Among other things, this lets you grant global permissions as soon as you add the user โ€“ without requiring them to login. It also allows for managing global permissions within a connected user directory (e.g. Active Directory) if desired.

Export Improvements

  1. Numeric precision: All numbers are now exported as numbers rather than strings, so your formulas and calculations can work reliably.
  2. Clarity in exports: Exported files now include the project’s URL on the first page, making it easier to distinguish among multiple similar Excel files. No more confusion when preparing a number of bids.
  3. Streamlined grouping: Grouped line items are a powerful feature, but including them in exports created problems like double-counted totals, so we’ve refined exports to exclude group sums. Groups will continue to show sub-totals in app, but when exported the total will not show.
  4. Project-centric naming: Export files are now conveniently named after the associated project, enhancing organization and clarity.

The Challenge

Vigor Industrial, a bustling Pacific Northwest shipyard, faced a critical turning point. Their Excel-based estimation process, once sufficient for U.S. Navy and commercial repairs, was now holding them back.

Oxalis Ship Repair Mobile Application Updates

We’re thrilled to announce the Oxalis team has been working on an NSRP Rapid Adoption Project (RAP), in partnership with the Navy and Fincantieri Marine Repair (FMR), to expand the capabilities of the Oxalis Ship Repair Mobile Application. This new functionality will support the digital capture of records, including Condition Founds Reports, improving efficiency and decreasing the cycle time to submit various records.

  • Mobile record creation is built for scale and expansion, with the ability to support any type of record, such as Hot Work Permits

A Quick Recap:  

In 2022, Oxalis completed a pilot of the first release of the Oxalis Ship Repair Mobile Application in partnership with FMR. Oxalis developed a secure, offline-capable mobile solution for digitally executing checkpoints, including capturing signatures. This led to a number of benefits for shipyards and their customers, including:

  • Reduced cycle time for checkpoint result submission to Navy Maintenance Database (NMD)
  • Elimination of paper forms and the need for contractors to manually transcribe checkpoint results
  • High-quality digital OQE to simplify audits and availability certifications
  • Support Contractor and Navy goal of achieving digital workflow and increasing the efficiency of data flow

Following the success of the pilot with FMR and the rollout of the mobile app to multiple shipyards, Oxalis was awarded an NSRP RAP to expand the capabilities of the mobile application to support Condition Found Report capture. The Oxalis Ship Repair Mobile App is an integral part of the larger Oxalis Ship Repair System, which acts as a central hub for coordinating and managing work and document flows throughout the repair process.   


NSRP Rapid Adoption Project (RAP)   

Why RAP? The Rapid Adoption Project model enables a collaborative framework for the development, delivery, and pilot of new technologies and processes to improve efficiencies across the U.S. shipyard industrial base. Through the program, Oxalis is able to quickly develop, iterate, implement, train, and pilot the solution with Fincantieri Marine Repair in less than 6 months.

The Rapid Adoption Project encompassed two critical aspects:  

  1. Training and field testing. While the project was not primarily aimed at proving the technology itself, we acknowledge that mobile technologies’ benefits to distributed workforces have long been established. Instead, we focused on refining our system and ensuring seamless integration within various Maritime operations. By investing in extensive training programs and rigorous field testing, we have fine-tuned the Oxalis Ship Repair System to meet the specific needs of the industry.  
  1. Meeting Tactical Needs: Condition Found Reporting (CFR): Within the comprehensive Oxalis Ship Repair System, one particular area where we have addressed a pressing need is condition found reporting. Recognizing the importance of timely and accurate submission of CFRs, our team at Oxalis has been working diligently on creating digital solutions to enable efficient CFR submission and approvals.

Project Timeline 

As of June 2023, we anticipate development and pilot testing with FMR to be complete by August 2023. The next steps are to execute the first pilot availability using the updated Oxalis Ship Repair Mobile App.

Perspective on the state of CMMC – July 2021

Disclaimer: This is based on a general perspective amalgamated out of the past several months of news and specification revisions rather than any insider information and should not be considered at all authoritative.

CMMC threw the greater defense industrial base into a whirlwind of confusion with poor government communication, a cottage industry of un-accredited CMMC consulting, and concerns over the cost to small and medium firms. Over the past month, yet more smoke has billowed up, with the House Small Business Committee holding hearings, Katie Arrington, the DoD CISO serving as the public face, getting put on administrative leave, an early member of the CMMC Accreditation Bodyโ€™s board resigning, and distribution of official notices warning of unauthorized providers.

At Oxalis, we talk to a lot of DoD contractors and find that this noise and confusion is creating either analysis paralysis or investment in anything that promises to be CMMC-ready, accurate, or not. We want to help cut through that noise and give our perspective on how all DoD contractors can make clear plans forward. Talk to our experts.

If Youโ€™re Currently Meeting DFARS Contractual Requirements, CMMC Will Be Easy

Oversimplifying, the CEO level summary of CMMC is that instead of self-certifying to meeting security requirements, now firms will need to be audited by a third party (3PAO). Thatโ€™s it.

Yes, there is some change in the language of the requirements and a few non-trivial new requirements, but those are minor in contrast with the auditing requirement. Viewed through that lens, CMMC compliance and certification should be relatively inexpensive – tighten up policies, find an auditor and add some incremental tracking.

CMMC forces companies to ask if they have truly been in compliance with their current requirements and many are finding that the answer is โ€œnoโ€. With C-suite attention, DIB firms are recognizing that their system security plans (SSP) are superficial, plan of action & milestones (POAMs) serve as a graveyard of good ideas and missed deadlines, and bidding/contracting does not recognize what security rules theyโ€™re actually testifying to meeting.

At Oxalis, our perspective is that this is the gap between the DoDโ€™s view that CMMC should be relatively inexpensive versus the reality of firms, some of who, are facing $250,000+ estimates for getting certified. Get help now.

Our Advice

Get your house in order and make sure youโ€™re meeting your current requirements before diving straight into CMMC. Remember, there is personal criminal liability associated with failing to protect government information, and although rarely prosecuted, ensuring you meet the requirements of DFARS 7012/7019 will serve as a stepping stone to CMMC 3.

The DoD Will Require More Than โ€œJustโ€ CMMC

The current security standards landscape already causes confusion, but DoD contractors need to remember that on the majority of contracts, the cyber security requirements (DFARS 7012, etc) include meeting NIST 800-171 and then more. Similarly, many contracts have NOFORN (No foreign persons, aka ITAR) restrictions.

CMMC, even at level 5, doesnโ€™t have any requirements that meet those โ€˜extrasโ€™. The DoD has not given any guidance on how (or if) they will continue adding their specific requirements. At Oxalis, we cannot see a case where those requirements will go away even with the full adoption of CMMC.

We all get imprecise with language, but when it comes to compliance and certification, no one can afford imprecision when differentiating between Controlled Unclassified Information (CUI) and Controlled Defense Information (CDI) and recognizing what your โ€œHigh Water Markโ€ is for compliance. Similarly, just because a vendor or service is FedRAMP certified doesnโ€™t mean they meet ITAR requirements.

As an example, many defense contractors use Microsoftโ€™s Cloud Services – Office 365, Azure Cloud, etc. When looking at secure versions of those offerings, Microsoft 365 Government (GCC) and Azure Commercial meet the requirements of CMMC Level 3 and (very excitingly) DFARS 7012. There is a really big asterisk here – which is that those offerings do NOT meet ITAR/NOFORN requirements, requiring GCC-High for O365 and Azure Government for cloud hosting.

Our Advice

Understand your highest security requirement(s) when looking at and evaluating providers and services. Take a fine-tooth comb to your government contracts and look for key clauses that would force you to look at more restrictive services.

Despite the Noise, CMMC Will Happen

Improving the security of our nationally sensitive information and the digital safety of defense firms remains a critical initiative, only gaining importance from recent attacks such as the Solar Winds hack. At Oxalis, we believe the changes in CMMC are critical to improving the cyber defense of the nation, and moving away from unverified self-certification is a necessary change. The entire Defense Industrial Base, already committed to the defense of the nation and the safety of our warfighters, should view the goals of CMMC as furthering their missions and vital to all of our security.

The awkward rollout, poor communication, and lack of financial support may mean the program gets revised with a new name or the timeline gets delayed. The core idea though – independent verification of the cyber security of the firms working with sensitive information will stay and be part of contracts in the near future.

While the rollout may be phased in and slow, being ready for the first contracts requiring CMMC or its equivalent is business-critical. For prime contractors, it will only take one RFQ you canโ€™t bid on to cause reputation damage with your customer leading to major organizational changes. For sub primes, because of the requirements to certify the entire supply chain, the inability to participate on contracts will lead to primes building their businesses around subs that they can work with from day 1.

Our Advice

You cannot wait and hope that the chaos around CMMC will give you either the time to worry about this later or that it will go away altogether. It is critical that firms working with the DoD start planning and getting ready now.

While CMMC (or equivalent) will happen (and is a good idea), the largest gap we see is the financial support to aid small and medium businesses in adopting these best practices. CMMC related costs are supposed to be reimbursable in contracts, but that doesnโ€™t help when the work needs to be done now, years in advance of potential bids, and in a low margin, cost-sensitive industry. Continue to advocate to your customers and government representatives that national cybersecurity infrastructure is something that requires federal support now.

Oxalis Advanced Estimation Adds Advanced Features With Latest Release

Estimation Software Developer and technology consulting firm Oxalis Solutions has released substantial updates to their flagship estimation software product, Oxalis Advanced Estimation.

New Features

Estimation Calculators

Now you can conduct advanced math equations within Oxalis Advanced Estimation, unlocking huge new capabilities. With the manual calculator feature built into release v1.5.0, you can generate new line items from mathematical equations of arbitrary complexity and route the outputs however you want.

Estimation teams may now capture formulaic and complex estimation calculators within the system, enabling the organization to standardize processes for robust estimation at scale. Knowledge and methods may now be captured systemically for future use and reusability. Learn more.

New Authentication System

The legacy authentication system in Estimation was showing its age and its exclusive support for Active Directory limited deployment options. Weโ€™ve integrated Keycloak, a widely used enterprise IDP used by the Air Forceโ€™s DevSecOps initiative among others, to provide a massive boost to flexibility in authentication and user federation without making any security compromises.

Some scenarios now supported:

  • SSO Support for both OIDC and SAML providers
  • Advanced AD & LDAP integration for customized user federation
  • Local-only user management
  • Highly customizable login flows, timeouts, and more

Audit Pruning & Performance

Full audit history is hugely important to Oxalis Advanced Estimation, both for compliance and management. Unfortunately, performance issues limited its use on larger systems. Weโ€™ve rewritten large parts of the auditing process to maintain performance even on large instances. Get more information.

As part of this change, weโ€™ve also reduced the amount of โ€œnoiseโ€ in the audit history.
